Appointing a Finance Officer Is Also a Compliance Decision

A firm can maintain accurate accounts and still report its regulatory financial position incorrectly. When appointing an outsourced Finance Officer in Dubai, management should give the individual’s understanding of the relevant regulations the same attention it gives their accounting experience.

The distinction has practical consequences. A deposit may be correctly recorded as an asset in the accounts but be ineligible for a regulatory liquidity calculation. A firm may remain above its minimum capital requirement yet have reached a threshold requiring notification to the regulator. Accounting knowledge alone may not be enough to recognise either issue.

The FO needs a sound working understanding of the requirements applicable to the firm’s licence and activities. That understanding should inform how financial information is assessed, what is reported and when a concern is brought to management’s attention.

Without it, an incorrect assumption can survive several reporting periods. Using the previous return as a starting point is convenient, but it can also preserve an error. Meeting the next filing deadline offers little reassurance if the underlying treatment has never been questioned.

For an outsourced Finance Officer in DIFC, the engagement should make clear how the firm’s DFSA requirements will be assessed and what information the FO will receive. When comparing finance officer services, management should also establish who reviews the regulatory calculations and how concerns will be escalated. These arrangements deserve particular attention where the FO relies on accounts prepared by a separate team.

Management should expect the FO to explain the basis of significant calculations and support them with reliable evidence. Where a requirement or treatment is unclear, seeking clarification is part of exercising professional judgement. Recognising the limits of one’s understanding matters as much as knowing the rules.

Before recommending an appointment, I would want the proposed FO to work through the firm’s financial requirements and explain how they apply in practice. That conversation should reveal whether the person can connect their accounting knowledge with the regulatory responsibilities they are being asked to undertake.
